In 2001 the New England Governors and Eastern Canadian Premiers (NEG/ECP) acknowledged the threat, and committed to work together to reduce global warming pollution. In 2005, the NEG/ECP announced the Climate Change Action Plan, which commits the region to reduce greenhouse gas emissions to 1990 levels by 2010, 10% below 1990 levels by 2020 and by 75-85% in the long term.
To ensure that the New England Governors and Eastern Canadian Premiers' Climate Change Action Plan is implemented, environmental, health and other groups around the region have joined together to press for steady progress. The New Hampshire Climate Action Coalition (NHCAC) has been working to ensure full implementation of the NEG/ECP Climate Change Action Plan in the state. New Hampshire has yet to create a state action plan. Clean Water Fund and the NHCAC are working to keep the pressure on for creation of the state’s Action Plan and influence the creation of such a plan to ensure it places New Hampshire in a position to achieve deep greenhouse gas emission reductions.
In 2007, NH Governor Lynch issued an executive order calling for the state government to reduce energy use in state facilities by 10%. The Executive Order also initiates a Clean Fleets Program to improve fuel efficiency in state owned vehicles. An energy information system will also be implemented to measure progress toward meeting the goals of the executive order.
